The steal takes 3 seconds, then the Raccoon rests for 10 seconds before it can steal again.

The Raccoon also raises your steal limit. A Normal Raccoon adds +25. A Big Raccoon adds +50, and a Huge Raccoon adds +100. A Rainbow Raccoon adds +10 more on top of its size bonus. That means a Huge Rainbow Raccoon raises your steal limit by +110. Equipping more than one Raccoon of the same kind stacks the buff.
