You need 40 Defence to wear them. They cannot be made with Smithing. In the game, they only drop from hard Treasure Trails, so they are a rare clue scroll reward.

The stats match rune platelegs, plus a +1 Prayer bonus. They give +51 stab defence, +49 slash defence, +47 crush defence, and +49 ranged defence. Magic defence is -4. They also give -21 magic attack and -11 ranged attack. The platelegs weigh 9.071 kg.
