The icon is a key part of the venator ring process. After you learn how to combine ring icons from Peer the Seer, you can use the archer icon on a venator vestige to make a venator icon. This step needs level 90 Magic and 80 Crafting, and both levels can be boosted. It gives 400 experience and uses up one venator vestige, one archer icon, and 500 blood runes. You then take the venator icon to a furnace with three chromium ingots and a ring mould to craft the venator ring.
