You can make this item with level 30 Smithing. Use an anvil or forge with a hammer, 3 mithril bars, and a pair of mithril platelegs. The upgrade takes 960 progress and gives 360 Smithing experience. If you want more armour, you can upgrade this item again. With 6 more mithril bars, it becomes mithril platelegs + 2, which is tier 32.
