Making it needs level 72 Crafting and gives 105 Crafting experience. It can also come as a reward from elite clue scrolls.
The main reason players want this necklace is to enchant it. With the Lvl-5 Enchant spell, it turns into a Skills necklace. The spell needs level 68 Magic, one cosmic rune, fifteen earth runes, and fifteen water runes. The plain Dragon necklace has no combat bonuses on its own.
A Dragon necklace is also needed for an elite clue scroll. That makes it a handy item to keep for clue hunters.
