These legs are bane platelegs that have been upgraded one time. If you want more power later, you can upgrade them to bane platelegs + 2 at a forge and anvil with 6 more bane bars. Making the + 1 version yourself takes 3 bane bars, bane platelegs, and 2,160 progress, and it gives 2,100 Smithing experience.
The platelegs degrade over 20,000 charges of combat, then break into a state you can fix. A full repair costs 240,000 coins from a character who repairs gear, and the price drops if the legs are less damaged. An armour stand or whetstone costs less. You can also reforge them on an anvil with up to 3 bane bars and some time, based on lost charges.
